Clayton Utz has advised Australian Energy Market Operator (AEMO) and VicGrid on its appointment of Iberdrola Australia Networks Pty Limited (Iberdrola) as its Development Partner for the Victorian portion of the Victoria to New South Wales Interconnector West (VNI West) project.

VNI West is a proposed new high capacity 500kV double-circuit overhead transmission line between Victoria and New South Wales. The project will deliver vital transmission infrastructure to harness clean, low-cost electricity from Renewable Energy Zones in both states, helping to reduce the cost of carbon emissions abatement and improve the reliability and security of electricity supply as coal-fired power stations close.

As AEMO's declared network functions in Victoria were transferred to VicGrid, along with the responsibility for delivering the VNI West project, on 1 November 2025, VicGrid and Iberdrola will work collaboratively during the next phase of the project – the Development Phase – with the aim of developing an innovative design, construction, finance, operations and maintenance solution that will deliver value for money and minimise cost impacts to Victorian consumers. During the Development Phase, VicGrid and Iberdrola will progress design, land assembly and planning approvals, and continue engagement with community, Traditional Owner groups and other stakeholders.

This appointment was led by Projects partners Andrew Fry, Natalie Speranza and Dan Fitts, senior associate Adele Ta, special counsel Carla Tomeo, and lawyers Edward Verco and James Kerr.

Lead partner Andy said:

We're proud to have supported AEMO and VicGrid in this significant step towards delivering critical energy infrastructure for Victoria and the broader NEM. The appointment of a Development Partner for the VNI West project marks a key milestone in Australia's transition to a cleaner, more sustainable energy future. We look forward to providing continued support to VicGrid through the Development Phase of this project.
