As a partner in our construction and major projects team, Natalie focuses on delivering major public infrastructure projects through public-private partnerships and other alternative delivery methods. 

She helps government clients advance complex procurements in the transportation and social infrastructure sectors. She has significant experience in performance-based availability payment PPP projects as well as economic PPP structures.

Public sector agencies have benefited from Natalie's strategic and commercial advice in procuring complex and cutting-edge projects in the transport and social infrastructure sectors. She advised on some of Victoria's highest profile projects – from business case through to contract administration.

Her experience has given her an in-depth understanding of precedent in relation to key commercial and legal risk allocation as well as a tactical understanding of all phases of the procurement and delivery of major projects.

Construction and Major Projects

Standard Project Documentation and Guidance Notes: Natalie's expensive experience in drafting key project documentation for some of the largest infrastructure projects in Victoria has led to her assisting the State in the development of standard project documentation and guidance notes to be used in PPP in Victoria as well as other Australian jurisdictions.


Transport

North East Link Project: Natalie is a core team member advising the Victorian Government on the A$16.5 billion North East Link Project. Natalie was instrumental in developing a first of its kind PPP which involves the development a collaborative approach to manage risk (by embedding an ITC regime within a traditional availability PPP framework). Financial close on the $11.1bn central package PPP was achieved in late 2021 and Natalie continues to advise on the remaining work packages.

MR5 Franchise: Natalie forms part of the core team advising the Victorian Government on the procurement of the MR5 franchise in respect of tram and train operators.

Sydney Metro Western Sydney Airport Rail: Natalie advised the John Laing consortium in preparation for its bid for the Stations Trains Operations and Maintenance PPP for the Sydney Metro Western Sydney Airport Rail.

ACT Stage 2 Light Rail: Natalie advised the ACT Government on Canberra Light Rail Stage 1 which involved the design, construction, finance, operation and maintenance of an augmentation to the Canberra light rail system.

Queensland Rolling Stock: Natalie led the team advising an international contractor, FCC Construction, in relation to its role as D&C contractor in a consortium bidding for the Queensland Rolling Stock Expansion Project.

West Gate Tunnel Project: Natalie was a key member of the legal team advising the Department of Treasury and Finance on Transurban's market led proposal for this $6.7 billion road project, which will deliver a new freeway connection from CityLink to the West Gate Freeway via a tunnel and viaduct structure. The project has an innovative funding solution including tolls on the new asset, Government contribution and changes to the toll mix and concession term of the existing CityLink concession. Natalie advised on all aspects of the project, from receipt of the initial proposal through to contract close.  

CityLink-Tulla Freeway Widening Project: Natalie assisted the Department of Economic Development, Jobs, Transport and Resources and VicRoads in the negotiation and drafting of the CityLink Tullamarine Widening project documentation. The project was a market-led proposal proposed by Transurban. The project forms part of the broader CityLink PPP concession, and is wholly funded by changes to the CityLink tolling regime and an extension of the CityLink concession period.

East West Link: Natalie was a core member of the team who advised the former Linking Melbourne Authority on the business case, RFP development, evaluation and contract close of this $5.7 billion toll road project. Natalie was largely based at the Linking Melbourne Authority's project office for three years, working as part of the multidisciplinary team.

Peninsula Link: Natalie was involved in advising on contractual interpretation issues and contract administration of the operation phase of the Peninsula Link.


Social Infrastructure

Geelong Convention and Exhibition Centre: Natalie is advising Development Victoria on the development of the Geelong Convention Centre PPP project as well as the commercial developments adjacent to the Geelong Convention Centre.

Community Hospitals and P144 Mental Health Bed projects: Natalie has advised the Victorian Government on delivery issues arising out of the Community Hospitals and P144 Mental Health Bed projects.

PPP Standard Form: Natalie was a key member of the legal team that drafted the Standard Form Project Deed (Social Infrastructure) and Guidance Notes for the Victorian Government. Natalie also undertook a peer review of the new form of PPP project documents for the NSW and Victorian Governments.

Eastern Goldfields Regional Prison: Natalie was a core member of the State project team in the development of the RFP documentation, evaluation, negotiation and contract close of this PPP project.

New Bendigo Hospital: Natalie was a core member of the project team advising the Department of Health in respect of the $630 million project during the evaluation and contract close of this PPP project.

Sunshine Coast University Hospital: Natalie advised the Capella Capital Consortium on its successful tender for the design, construction, operation and maintenance of a new hospital facility. Natalie assisted in the development and negotiations of the downstream contracting arrangements.
