Andrew Fry works in the front-end of major projects & construction with government departments and the private sector on a range of major road, rail, port, telecommunications, facilities maintenance and infrastructure projects.
Andrew advises on project delivery options, tender and contract documentation, procurement and contract administration. Through acting on the Western Distributor and the CityLink – Tullamarine Widening (CTW) projects, Andrew has developed expertise in advising Government on market-led proposal projects.
Previously, Andrew worked as a financial analyst in London, and as an accountant in Adelaide.

- North East Link Project: Andrew is the lead partner advising the North East Link Project on the four alliance packages forming part of the $16b North East Link Project - a proposed new major freeway connection which will ease congestion in Melbourne's northern suburbs and help 'complete the missing link' in Melbourne's Metropolitan Ring Road.
- River Torrens to Darlington Project: Andrew is the co-lead partner advising South Australia’s Department for Infrastructure and Transport to procure and deliver the River Torrens to Darlington Project (T2D Project). The 10.5km T2D Project is the final piece of the North-South Corridor (NSC) and will extend the motorway from the River Torrens to Darlington. It will be the largest and most complex infrastructure project to be delivered in South Australia’s history.
- Major Road Projects Victoria: Andrew is the firm's client relationship lead partner for Major Road Projects Victoria (MRPV) which is the government body responsible for planning and delivering major road projects in Victoria. This work includes advising MRPV on its Program Delivery Approach that sees major road projects delivered by all tiers of the construction industry under a collaborative incentivised target cost (ITC) model.
- West Gate Tunnel Project: Andrew is a key member of the legal team advising the Department of Treasury and Finance on Transurban's market led proposal for this $5.5 billion road project, which will deliver a new freeway connection from CityLink to the West Gate Freeway via a tunnel and viaduct structure. The project has an innovative funding solution including tolls on the new asset, Government contribution and changes to the toll mix and concession term of the existing CityLink concession. Andrew has advised on all aspects of the project to date, from receipt of the initial proposal through to release of RFT documentation.
- Monash Freeway Upgrade Project: Andrew is the primary legal adviser to VicRoads and the Department of Treasury and Finance on this $400million upgrade of the Monash Freeway. The project is being delivered by VicRoads in partnership with Transurban, and involves adding additional lanes and the installation of a freeway management system over 44kms of the freeway. Andrew was a key member of the project team which took the $400 million project from EOI stage through to contract close in just over six months.
- CityLink ‒ Tullamarine Freeway Widening Project: Andrew is advising VicRoads on this project, which involves the addition of traffic lanes on Western Link and associated works on the West Gate and Tullamarine Freeways. The project forms part of the broader CityLink PPP concession, and is wholly funded by changes to the CityLink tolling regime and an extension of the CityLink concession period. Andrew assisted in negotiations with Transurban, and was the primary drafter of the project documentation.
- Peninsula Link: Andrew assisted the Linking Melbourne Authority in drafting project documentation and provided contract administration advice for the Peninsula Link project.
- Melbourne CityLink: Andrew advised VicRoads on various aspects of the CityLink and M1 Upgrade projects. Andrew's role has included reviewing and drafting various deeds and project documents, attending negotiations with the concessionaires and providing advice on various contractual issues.
- VicRoads secondment: Andrew completed an 18 month secondment at VicRoads as senior legal officer in the Commercial Roads division. His role at VicRoads included:
- advising on all aspects of the M1 Upgrade project, including drafting amendments to transaction documents and advising on completion, property and road declaration issues;
- attending operational and legal/commercial meetings with the CityLink and EastLink concessionaires;
- drafting the West Gate Freeway Service Centres Lease and Development Agreement, including attending all negotiations; and
- drafting Governor in Council Orders and Ministerial Gazette notices; and
- preparing Ministerial briefings.
Rail
- Metro Tunnel Project: Andrew is advising Rail Projects Victoria on this $12.6b city changing rail tunnel project as it progresses towards completion.
- North West Rail Link: Andrew advised Transport for NSW on this project which involves two large design and construct packages and a PPP involving the provision of rolling stock and a 15-year operating period. Andrew's role has included a legal review of the technical documentation for all three works packages, and drafting amendments to the project agreements. NWRL is the biggest rail project to be delivered in Australia.
- Regional Rail Link: Andrew advised a private sector bidder on two of the large alliance works packages which comprise part of this project. This required Andrew and the team to perform a detailed review of the project alliance agreements and ancillary documents and become familiar with the current approach to alliancing being undertaken by government and the private sector in Victoria.
- Victorian Metropolitan Rail Upgrades: Andrew acted on the program of major upgrades to the metropolitan rail network for the Department of Transport. Andrew assisted in reviewing tender documentation and reviewing and drafting design and construct and construct only contracts.
Shipping and Logistics
- Port of Melbourne expansion project (Melbourne International Roll-On Roll-Off Automotive Terminal (MIRRAT)): Andrew advised the successful consortium (MIRRAT) on all aspects of its tender for the right to design, construct, operate and maintain an expanded roll-on roll-off automotive terminal at the Port.
Social Infrastructure
- Royal Children's Hospital Project: Andrew advised the Department of Human Services on this PPP project. Andrew assisted with the drafting of the Project Agreement and negotiations.
Facilities maintenance
- New South Wales Housing: Andrew assisted in advising and preparing contract documentation for New South Wales Housing in respect of the procurement of maintenance services for its social housing portfolio, comprising approximately 140,000 residential properties, buildings and common areas throughout New South Wales.

- nbn co ltd: Andrew has advised nbn co ltd on a range of procurement issues on a number of nbn projects.
Energy
- VicGrid: Andrew is leading our team advising VicGrid to augment and develop the State's electricity transmission network as part of our transition to clean energy.
