Overview

Megan brings two decades of government experience and a deep understanding of planning and infrastructure frameworks. Megan provides strategic advice as to approval pathways for complex major projects and statutory mechanisms to support development. This has included advising on State based planning laws, Commonwealth EPBC Act approval strategy, site contamination, site specific heritage issues and environmental compliance strategy.

To compliment her planning and environment experience, Megan has a strong skill set in administrative law, regularly advising on measures to reduce susceptibility of decisions to challenge under judicial review and ensuring compliance with human rights obligations.  Megan is frequently called upon to advise on bespoke project solutions, including Ministerial infrastructure designation and temporary local planning instruments.

Notable Work
  • Queensland Hydro: Provided strategic advice on Commonwealth and State approval pathways, national park and resources reserve issues and facilitation options for pumped hydro energy storage projects, environmental compliance obligations and environmental offsets. 

  • Office of the Territory Coordinator: Undertook foundational work to help establish the Northern Territory Office of the Territory Coordinator under newly enacted legislation aimed at project facilitation.  This work included development of statutory templates, governance frameworks and risk management advice.

  • Economic Development Queensland Catalyst Infrastructure Agreements: Advised on a range of infrastructure agreements for the delivery of catalyst infrastructure to support residential development and deliver housing solutions.

  • Queensland Government: Over many years Megan has assisted with major infrastructure project work including detailed analysis of site constraints, approval requirements and linkages, and providing input for business cases and project validation reports. Megan has extensive experience in advising on statutory decision making processes and project facilitation options.

  • Environmental incidents and potential non-compliance: Megan provides confidential advice on strategy in the event of environmental incidents and non-compliance with approval conditions.
