Overview

Jo is a specialist in procurement, construction, facilities management and maintenance outsourcing for government and the private sector. Her expertise spans sectors including social housing, Defence, corrective services, telecommunications, energy, banking and commercial property.

She has also played a pivotal role in assisting a number of government bodies over the last 14 years with their disaster recovery, remediation and recovery activities, including having advised the Victorian Government since 2009. Furthermore, Jo is an expert in advising on the legislative frameworks applicable to WHS and her clients' operations, in particular Defence.

Jo sits on the Board of the Facilities Management Association and is the Deputy Chair of the Property Council's Operations and Facilities Diploma Committee.

Notable Work
  • Homes Victoria and the Department of Treasury and Finance: advising on the Social Housing Growth Fund project
  • Department of Families, Fairness and Housing: advising since 2010 on its maintenance and services outsourcing of its public housing assets in Victoria.
  • Disaster recovery: advising Government (Victoria, NSW & Queensland), drafted panels and contracts for reconstruction and recovery activities, funding agreements, licences and advised on movable dwellings, caravan parks and tenancies legislation.
  • Defence: advising for over a decade on its suite of standard form contracts and on WHS matters, including advice contamination and remediation, disposals and maintenance and sustainment.
  • WA Department of Communities: advising on its maintenance services outsourcing for its public housing assets, and the procurement of municipal services and essential services for remote communities.
  • South Australian Housing Authority: advising on its Multi Trade Maintenance Contract and outsourcing of contact centre services.
  • Department of Treasury and Finance: advising on the outsourcing of real estate and facilities management services for the State's owned and leased properties in Victoria.
  • EnergyQueensland: advising on its outsourcing of hard/soft FM and property services to its non-network assets.
  • Victorian Community Safety Building Authority: advising on various construction contracts for emergency services facilities.
  • RACV: advising on construction projects for its portfolio of offices, resorts and clubs, including developing standard contracts.
  • NBN Co: advising on its comprehensive maintenance and facilities services contract for its assets and drafted its MSA and performance management framework.
