With experience advising on projects in over 20 countries (including Australia, UK, France, Russia, China, Argentina, in Africa and across the Middle East), he offers a high level of expertise to his clients.

Gareth advises owners, sponsors, financiers, contractors, subcontractors and consultants across all major sectors and has extensive experience preparing, negotiating and reviewing both standard form and bespoke contracts, including EPC contracts, D&C contracts, O&M contracts, alliance agreements, PPP agreements, supply contracts and consultancy agreements.

Construction and Major Projects


Cross River Rail: Gareth is a key member of the team advising the Cross River Rail Delivery Authority in connection with the Cross River Rail project, a new 10.2km rail line through Brisbane including 5.9kms of tunnel under the Brisbane River and CBD and four new stations. One of the two main packages of works for the project will be procured and delivered as an alliance and the other as a PPP.

European Train Control System (ETCS) Level 2 Project: Gareth is advising the Queensland Government (through the Cross River Rail Delivery Authority) in connection with the ETCS Level 2 Project, which will deliver a new generation signalling system to modernise the inner-city rail network.

Inland Rail: Gareth is advising the Australian Rail Track Corporation in connection with the Inland Rail Program of rail upgrades and greenfield rail developments to create a 1,700km inland freight rail route between Melbourne and Brisbane.

Qatar Rail: Gareth advised Qatar Rail in connection with the operation and maintenance of the Doha Metro and Lusail Light Rail Transit networks, which together form part of Qatar Rail’s landmark US$37 billion rail infrastructure project.

Transport for NSW, Sydney Trains: Gareth advised TfNSW and Sydney Trains on a number of different rail infrastructure and rolling stock upgrade projects in Sydney.

Surat Basin Rail: Gareth advised the project company in connection with the proposed 210km Surat Basin railway linking the Western Railway system near Wandoan to the Moura Railway system near Banana.


Brisbane City Council: Gareth advised Brisbane City Council on a number of its recent road infrastructure projects, including the Kingsford Smith Upgrade project, the 7km Legacy Way tunnel, the 6.7km Clem7 tunnel and the Go Between Bridge.


2022 Football World Cup Stadiums: Gareth advised the Qatari Supreme Committee for Delivery and Legacy on the development of contracts for the construction of stadiums and other infrastructure for the 2022 Football World Cup in Qatar.

Brisbane International Airport: Gareth advised Brisbane Airport Corporation in connection with the Brisbane International Airport Retail Upgrade project.

Unitywater SCADA Integration Project: Gareth advised on the upgrade of the SCADA systems for the Sunshine Coast and Moreton Bay Regional Councils' water networks, which were procured under a collaborative/alliance-style contract.

Taishet Anode Plant: Gareth acted for UC Rusal in connection with an anode plant in the Irkutsk Region of Russia.

Australia Pacific LNG Project (APLNG): Gareth advised APLNG on the development of its landmark LNG liquefaction plant, upstream gas processing facilities and water treatment plants in Queensland.

Bahrain LNG PPP: Gareth advised the sponsor consortium in connection with the development of an LNG receiving and regasification terminal in Bahrain (including a floating storage unit). The project was the first of its kind in the Middle East to be developed on a PPP basis and won the PFI Middle East LNG Deal of the Year in 2016.


Oyu Tolgoi Power Project: Gareth advised Oyu Tolgoi in connection with a proposed 750MW "captive" coal-fired power station in Mongolia.

ElecLink Interconnector Project: Gareth advised ElecLink in connection with the development of a 1,000 MW high voltage power interconnector between the UK and France. The link will be 75 km long and placed in the service tunnel of the Eurotunnel between the UK and France.

Powerlink Queensland: Gareth advised on the development of its transmission network infrastructure, including substations and high voltage transmission lines.

Ayoun Moussa Clean Coal Power Project: Gareth advised the project sponsors on the construction of a 2,640 MW coal-fired power generation plant in Ayoun Moussa, Arab Republic of Egypt.

Methax Power Project: Gareth advised an Argentinian company, Galileo Technologies, in connection with the development of a gas-fired power station in Mendoza, Argentina.

Thabametsi Power Project: Gareth advised the lenders on the development of a 630MW coal-fired power plant in Thabametsi, South Africa.

Willington C Power Project: Gareth advised the lenders on the development of the 1,600MW CCGT Willington C Power Plant in Willington, UK.

Nobelwind Offshore Wind Project: Gareth advised the lenders on the development of a 165MW offshore wind farm 46km off the coast of Belgium.

Lynemouth Biomass Power Station: Gareth advised the lenders in relation to the conversion of a 420MW coal-fired power station in the north of England from coal into biomass fuel.

Kilpilahti Combined Heat and Power Project: Gareth advised the lenders in relation to the development of a 480MW gas fired heat and power plant in the Kilpilahti Industrial Area near Helsinki, which is intended to supply the Neste Oil Refinery and Borealis polymer production plants.

Purelife Organic Sugar Project: Gareth advised the lenders on the development of an integrated organic sugar production and power project in Maputo, Mozambique, which included a 3,500t of cane per day sugar refinery and a 12 MW co-generation (bagasse-fired) power plant for captive consumption.


Ensham coal mine: Gareth advised Ensham Resources on the re-negotiation of a contract for the supply of mining services at the Ensham coal mine in Queensland.

Peak Downs coal mine: Gareth advised Leighton Contractors on a contract for the supply of overburden removal services at BMA's Peak Downs coal mine in Queensland.

Leighton Contractors: Gareth advised on a range of issues in connection with its mining operations throughout Australia, including contracts for the supply of explosives, oils and lubricants. This included a secondment in the mining division at Leighton Contractors.

WICET: Gareth advised the project company in connection with the construction of the Wiggins Island Coal Export Terminal in Gladstone, Queensland.
