Overview

Daina is a key member of our major projects and construction team. She has advised on government procurements, outsourcing and contracting and private sector financed infrastructure projects for decades. Public entities have benefited from Daina's strategic and commercial advice in procuring complex and cutting-edge services, infrastructure, facilities and equipment in the transportation and social infrastructure sectors.

For many years, Daina held dual roles at Clayton Utz. This included providing strategic input into our CSR/Social Value and community programs and responsibility for the national management of the Clayton Utz Foundation.

Notable Work
  • Homes Victoria: advised on a privately financed project under a ground lease model for the delivery of social, affordable and private housing across four Melbourne sites and advising on ongoing high rise development projects.

  • Western Australia: advising on the expansion of the Acacia Prison.

  • Rail Projects: advising on the delivery of the Melbourne Metro Tunnel Project , comprising a tunnels and stations PPP and oversight developments.  Daina also advised on the Sydney Metro NorthWest, to deliver eight new stations over a 23km addition to the CityRail network.

  • Transport Franchises: advised on the procurement of the MR5 tram franchise.

  • North East Link Project: advised on the biggest road transport project in Victoria's history.

  • Transport ticketing: advised on the procurement, upgrade, implementation and operation of systems, equipment and services for Victoria's transport ticketing system.  Daina also advised on ticketing system procurements in New South Wales and Queensland.  

  • Victorian Government: advised on the negotiation of extensions under historic PPP arrangements with the private sector.

  • NSW Health: advised on the redevelopment of the Royal North Shore Hospital PPP.

  • NSW Department of Family and Community Services: advised on arrangements used for funding disability services.

  • Victorian Government: drafted the PPP Standard Form Project Deed and Guidance Notes. Also undertook a peer review of the new form of PPP project documents in conjunction with Victorian Treasury and NSW Treasury.
