Overview
Peonie has extensive experience in advising State and Commonwealth governments on the procurement of some of the country's largest and most complex and significant infrastructure projects. Notably, Peonie has a proficiency in steering high-value, high-risk projects from inception through to delivery, including redevelopments on brownfields sites and within challenging operational environments. She has advised across a broad spectrum of delivery models, from PPPs to alliancing, and has a particular focus on collaborative contracting and two-phase models.
Notable Work
- Advising Homes Victoria and the Victorian Department of Treasury and Finance on the $5.3 billion Big Housing Build, the State's largest ever investment in social and affordable housing. This has included the $1.38 billion Social Housing Growth Fund, an important alternative delivery model for social housing in Victoria and the first of its kind in Australia, as well as the second ground lease model availability PPP.
- Advising Housing Australia on the development and roll out of the National Housing Accord and the $10 billion Housing Australia Future Fund, which together will deliver 40,000 additional social and affordable housing dwellings across Australia.
- Advising Major Projects Canberra on its landmark social infrastructure projects including the $500 million Canberra Hospital Expansion Project (the largest healthcare infrastructure project ever undertaken by the ACT Government), the $350 million investment in the Canberra Institute of Technology's Woden campus, and the transformative redevelopment of the Canberra Theatre Precinct.
- Advising the Victorian Health Building Authority on a portfolio of significant hospital development projects such as the Mental Health Beds Expansion Program, the Community Hospitals Program and, currently, the decommissioning and demolition of the RMH Materials Handling Building as part of Australia's biggest ever hospital infrastructure project in the Parkville-Arden medical precinct.
- Advising the ACT Government on all stages of the city-shaping light rail project, including the completed Gungahlin to City corridor PPP, Raising London Circuit and the further extension of the light rail from City to Woden.
- Advised the Department of Foreign Affairs and Trade on the redevelopment of the ANGAU Memorial Hospital in Papua New Guinea, Australia's biggest commitment in development assistance since independence.
- Advised the Department of Defence on the ongoing detailed development of its standard form infrastructure contracts, as well as the procurement and delivery of various significant capital facilities and infrastructure projects.
- Advised Fortescue Future Industries on its agreement with Liebherr for the co-development of green energy mining haul trucks as part of Fortescue's decarbonisation strategy.
- Advised nbn on the development and rollout of this significant and complex telecommunications facilities project.
- Advised Major Road Projects Victoria on the delivery of a significant program of major road projects across Victoria, including through secondment as Principal Lawyer.
