Overview

Specialising in the infrastructure transport and structured finance fields, with over three decades of experience advising on legal, commercial, and strategic issues, project structuring and restructuring advice, risk analysis, risk allocation and mitigation strategies, tender processes, transport corridor land issues, and third party interface arrangements. Further experience includes advising on legislative frameworks and regulatory issues, as well as advising on and negotiating complex concession and project agreements.

Notable Work

Strategic advisor to Australian Rail Track Corporation (ARTC) for both the Contracts & Construction and Environment & Planning Packages of the $30bn Inland Rail Program being constructed between Melbourne and Brisbane.
Acted for ARTC for over two decades in relation to all aspects of its leasing and significant infrastructure upgrade program on the Australian interstate rail freight network.
Assisted ARTC on the $1bn dedicated freight rail line in the Southern Sydney metropolitan rail corridor between Campbelltown and Port Botany, including the strategy for the most appropriate contractual arrangements for the project.
Provided advice and negotiated relevant documents for ARTC on its procurement of the significant $1.2bn rail grade separation and capital works projects in the Hunter Valley.
Acted for ARTC in its $500m project with Lockheed Martin for the development, financing and implementation of a centralised train control system.
Provided advice to a range of public and private sector clients on significant structured and debt financing and equity arrangements for major projects, joint ventures, tax-and stamp-duty effective financing, leasing arrangements and complex loan and security documentation.
Advised NSW Roads and Maritime Services on land, third party interface issues and complex leasing and easement arrangements for various Sydney toll road projects.
