Over the last 25 years he's acted for public and private sector clients, including government authorities, debt financiers, developers, private sponsors, borrowers, construction companies, and operators, here and in the Asia-Pacific.

Murray's clients turn to him for advice on legal, commercial and strategic issues, project structuring and restructuring advice, risk analysis, and risk allocation and mitigation strategies, and tender processes. He also understands legislative frameworks and regulatory issues, and advises on and negotiates complex concession and project agreements.

Construction and Major Projects

Rail leasing and upgrade program

Murray has acted for Australian Rail Track Corporation (ARTC) for the past 15 years in relation to all aspects of its leasing and infrastructure upgrade program on the Australian interstate rail freight network, including its recent New South Wales $2.1 billion alliancing arrangements.

Dedicated freight rail line

Murray has recently been acting for ARTC on the $1 billion dedicated freight rail line in the Southern Sydney metropolitan rail corridor between Campbelltown and Port Botany, including the strategy for the most appropriate contractual arrangements for the project.

Procurement of rail grade separation and capital works

Murray is currently advising ARTC on its procurement of the significant $1.2 billion rail grade separation and capital works projects in the Hunter Valley, including the responsibility for drafting of all contractual documentation and complex interface arrangements.

Centralised train control system

Amongst other ARTC infrastructure projects, Murray has also acted for ARTC in its $500 million project with Lockheed Martin for the development, financing and implementation of a centralised train control system that will efficiently regulate and control the safe movement of trains on the interstate rail network and their communication with each other and train control, as well as ARTC's $80 million 3G850 centralised train control and inter-train communication agreement with Telstra.

Adelaide to Darwin Rail Project

Murray was the lead partner acting for the NT and SA Governments for the $1.3 billion Adelaide to Darwin Rail Project.

Land issues and leasing arrangements

Murray was the partner responsible for all land issues and leasing arrangements for the Sydney Cross City Tunnel, Western Sydney Orbital and Lane Cove Tunnel projects. The role also involved providing legal advice in relation to statutory powers and obligations and statutory approvals including, particularly the Roads Act, the Land Acquisition (Just Terms Compensation) Act and the Transport Administration Act.

Indian market expertise

Murray also has considerable experience in Indian-related matters and has been the firm's Indian Desk Partner, having travelled to India on numerous occasions.
