Sian Thomas is an energy and resource specialist with a diverse background. She has significant private practice experience acting for mining companies, energy companies and a CSG producer both in commercial and regulatory matters (including environment).

In addition she has worked in-house on secondments at Origin, Energex and CS Energy, acted in a policy development role for SEQ Council of Mayors during the SEQ water restructure, and in the not-for-profit legal sector where she conducted general litigation in a variety of contexts.

Sian brings this broad and diverse experience to support her clients to make informed, strategic and risk-based decisions in rail and port agreements, joint venture agreements, sales, acquisitions and procurement associated with the resource industry. Most recently Sian has worked in-house for a large CSG producer where she is known for her strong solution-driven negotiation skills.

QCoal Pty Ltd: Sian has acted in relation to a number of resource business acquisitions and joint venture projects including for QCoal Pty Ltd in its sell down and joint venture of its $250 million

Sonoma Coking Coal Project near Collinsville, Queensland, to Cleveland Cliffs, JFE and China Steel.

 

Origin Energy: Sian is acting in relation to the procurement of goods and services for the APLNG Project and specifically drilling and completion contracts. She's using her extensive experience in negotiating all aspects of these contracts and the knock for knock indemnity regime.

 

WICET Rail Negotiation: Sian acted for the Stage 1 customers of the Wiggins Island Coal Export Terminal at Gladstone, negotiating access conditions (which take the form of an underwriting arrangement) with QR Network for the development of the additional rail infrastructure required to the Blackwater and Moura systems in order to support those customers' throughput to the coal terminal.

 

Ensham Mine: Sian advised Idemitsu regarding amendments to the existing Environmental Authority for the Ensham Mine to accommodate a wash plant and tailings dam and approval processes for mine expansion.

SEQ Water Restructure: Sian worked for the South East Queensland Council of Mayors for 18 months during the restructure of water assets in South East Queensland. Her role included policy development and developing submissions on behalf of local government in the development of the new regulatory framework.
