Pauline Gartlan is a Special Counsel based in our Perth office. With a background in corporate and finance law, Pauline has a broad range of experience in advising corporate and government clients in relation to energy and resources, construction and corporate transactions. 

Having spent several years in our Darwin office, Pauline is well versed in the impact of Northern Territory legislation on the delivery of projects in the Territory, and regularly acts for mining and resources sector clients in relation to native title issues and the Aboriginal Land Rights (Northern Territory) Act (Cth). Pauline has particular experience negotiating land access arrangements with Aboriginal Land Councils and other land holders.

Bonaparte Gas Pipeline: Acting for the Power and Water Corporation of the Northern Territory in relation to securing land tenure for the Bonaparte Gas Pipeline. This involved extensive negotiation with the Northern Land Council and other landowners and drafting of leases, construction lease, access agreements and Indigenous Land Use Agreements as well as the development of specific project legislation addressing issues of concern for the project proponents.

 

Owen Springs Power Station: Advising in relation to various aspects of development of the Owen Springs Power station at Alice Springs. She is currently assisting the client in relation to the contract terms and tender documentation for the relocation and recommissioning of the gas turbines from the Brewer Estate Plant to the new power station.

 

Inpex Project: Negotiating with the Northern Territory Government in relation to the specific project legislation required for the Ichthys LNG project.

 

Amadeus Basin to Darwin Pipeline - SCADA system: Pauline negotiated the head agreement and back to back sub-contracts for the replacement of, and operation and maintenance of the replacement SCADA System for the Amadeus Basin to Darwin Gas Pipeline.

 

Power and Water Corporation: Pauline prepares and negotiates electricity supply agreements for the client.

 

Power and Water Corporation: Pauline drafted an agreement covering the provision of essential services to Aboriginal communities in the NT and assisting the Power and Water Corporation by reviewing and revising the extensive procedures and compliance manual for use by essential services operators.

 

Geosequestration: Pauline advised on contract documentation in relation to a proposed geosequestration project in Queensland, including consideration of alternative contracting arrangements to mitigate risk and liability of her client.

 

Power purchase agreements: Pauline drafted of power purchase agreements for the arrangements for supply of electricity by Energy Resources Australia from generators at the Ranger mine site to Jabiru.

 

Power and Water Corporation: Reviewed and drafted trade waste management code and agreement for the client.

 

Owen Springs Power Station: Pauline has negotiated indigenous land use agreements with the Central Land Council in relation to the Owen Springs Power Station site.

Drafted the terms and conditions of contract for the project as a build, own and operate (BOO) project and assisted the Department with the compilation of all tender documentation relating to the project.
