Owen is adding significant value to the development of the PPP contract by drawing upon his deep experience in the drafting, negotiation and management of PPP contracts.

Waratah Train PPP project (Sydney Trains): Owen leads our team advising Sydney Trains and TfNSW on this complex PPP. Owen has been constantly involved on all aspects of this project through its procurement and delivery phases. His work during the delivery phase has given Owen a unique insight into issues which arise on PPP projects during their delivery, and how PPP contracts should be managed to ensure that government's objectives are achieved and risk allocation is preserved. Owen has advised on the successful resolution of numerous claims and disputes, as well as a complex financial restructure.

Clem 7 Tunnel (Brisbane City Council): Advised the Brisbane City Council on the Clem7 Tunnel (formerly known as the North South Bypass Tunnel) under the Brisbane CBD, the first local government PPP of its kind in Australia. Owen provided strategic and drafting input into the tender and contractual documentation and the market engagement process. He also played a key role in ensuring the transfer of knowledge gained from the M7, LCT and CCT projects to the Clem7 team.

Sydney Toll Roads (Roads & Maritime Services (RMS)): Advised RMS on the privately financed M7, Lane Cove Tunnel and Cross City Tunnel toll road projects. Owen's role included preparing the tender documents; drafting the project contracts; negotiating interface agreements with owners/operators of interfacing infrastructure (including the existing connecting M1, M2 and M5 toll roads); and advising RMS on deal closure strategies, including parallel negotiations with two bidders.

Tri-Generation Project (City of Sydney): Owen leads our multidisciplinary team advising the City of Sydney on the development of Australia's first city-wide trigeneration network which will supply city precincts with low carbon electricity, heating and cooling.
