Nicholas Tsirogiannis is a front-end construction lawyer whose qualifications in engineering, science and law, and background as a project manager in the engineering and construction industry, give him a rare insight into the needs of construction and infrastructure clients.

Level Crossing Removal Program (Level Crossing Removal Authority): Nicholas is the lead partner advising the Level Crossing Removal Authority on the Government's Level Crossing Removal Program including the Caulfield Dandenong Upgrade Project, which involves various upgrade works on the Caulfield Dandenong Corridor including the removal of nine level crossings.

Level Crossing Removal Projects (VicRoads): Nicholas is currently the lead partner advising VicRoads on all aspects of the level crossing removal projects at Glen Iris, Ormond, McKinnon, Bentleigh, Bayswater (two sites), Blackburn (two sites), St. Albans (two sites), which are being delivered using the alliance delivery model.

Cranbourne Pakenham Rail Corridor Project (DTPLI): Nicholas advised the Victorian Government on all aspects of the unsolicited proposal received from the Rail Transformation Consortium, which involved a proposed upgrade of the Cranbourne Pakenham Corridor and the delivery of 25 new Rolling Stock.

NBN: Nicholas is currently advising NBN on its national telecommunications network rollout.

CityLink – Tullamarine Freeway Widening Project (VicRoads, DTPLI): Nicholas advised the State on the unsolicited proposal received from Transurban on the upgrade of the Western Link/Tullamarine Freeway upgrade.

Victorian Desalination Plant (AquaSure Consortium): Nicholas advised the AquaSure consortium (comprising of Macquarie, Thiess, Degremont and Suez Environnement) who were successfully appointed by the Victorian government to design, construct, operate and maintain a $5.7 billion desalination plant.

M1 Upgrade Project (VicRoads): Nicholas advised the Victorian Government on the upgrade of the Monash-Westgate Freeway corridor. This project represented more than $1.4 billion of investment in Victoria's busiest road corridor.

Victorian Rail Upgrade Projects (Department of Transport): Nicholas advised the Department of Transport on the delivery of a series of regional and metropolitan rail projects. This included:

  • providing general strategic advice;
  • drafting various consultancy and construction contracts;
  • advising on the tender process;
  • acting for the Department in various contract negotiations;
  • providing ongoing contract administration advice during the delivery phase of each project; and
  • assisting the Department develop a standard suite of tender and contract documentation.

He also spent nine months on secondment to the Department as a legal and commercial adviser, assisting in the delivery of a number of regional and metropolitan rail projects.

Upper West Side Development – Stages 1, 2 and 3 (Far East Consortium): Nicholas advised the developer on Stages 1, 2 and 3 of this mixed used development comprising 1200 apartments and retail areas.

Port Infrastructure: Nicholas advised a private port operator on a significant upgrade of its port infrastructure in Sydney and Melbourne.

Melbourne City Link Project (VicRoads): Nicholas has been advising VicRoads for a number of years on various issues during the operation and maintenance phase of this $2 billion infrastructure project.

East Link Project (VicRoads): Nicholas continues to advise VicRoads on various issues during the operation and maintenance phase of this $4 billion infrastructure project.
