Lucy Roysmith is a Special Counsel in our Banking & Finance group who has advised government, financiers and corporate clients on many aspects of infrastructure projects. 

Prior to joining Clayton Utz, Lucy was a Senior Associate at Mallesons Stephen Jaques in its Project Finance Group until 2003. At Mallesons, she gained expertise in all aspects of financing infrastructure projects, including researching legal issues, reviewing, drafting and negotiating infrastructure contracts from both the financing and consortium perspectives. She then spent two years working for TRUenergy as an in-house counsel advising on general commercial and contractual issues. giving her particular expertise in drafting, negotiating and advising in relation to procurement, maintenance and construction contracts for a resource based corporation.

She was involved in restructuring its tendering documentation and procedures, and in negotiating and advising on many aspects of alliancing contracts.

Project Finance

Water and wastewater infrastructure projects: Since joining Clayton Utz, Lucy has advised all levels of government in relation to a variety of water and wastewater infrastructure projects, including desalination plants. She is familiar with regulatory, documentary and tendering process issues for these types of projects. Lucy has been a member of the teams advising:

Wagga Wagga Shire Council: in relation to engaging the private sector by public tender to treat wastewater and construct related infrastructure (DBO).

NQ Water Authority:
In relation to engaging the private sector by public tender to provide water utilities services and construct related infrastructure (DBO and DBFO with partial Commonwealth funding).

Miriam Vale Shire Council:
In relation to engaging the private sector by public tender to take over operating, maintaining and providing water and wastewater services and to construct desalination and advanced sewage treatment plants (DBO with partial State funding).
