Chris specialises in land acquisition and valuation, land delivery and planning and environment law.

From his time as a senior lawyer for the Victorian Government – including as General Counsel at the Metropolitan Fire & Emergency Services Board, and Principal Solicitor in the Commercial and Property Team at the Victorian Government Solicitors Office – Chris has gained a keen insight into the unique needs of Government, particularly in major projects.

Chris works on major projects for government departments and agencies to help them obtain necessary project approvals and comply with Commonwealth and State legislation, and is also skilled in compulsory acquisition, including fast track processes under the Land Acquisition and Compensation Act and Major Transport Projects Facilitation Act.

Environment and Planning

North East Link: Chris is providing advice and assistance to the North East Link Authority on the EES and MTPF Act delivery powers and land acquisition.

West Gate Tunnel Project: Chris is working closely with WGTP on the acquisition of land and relocation of businesses impacted by the project and the use of the land access and assembly powers under the MTPF Act.

VicRoads/MRPV – Mordialloc Freeway and Barwon Heads Road Duplication: Chris advised on the environmental assessment and approvals process for the Mordialloc Freeway requiring an EES, planning scheme amendment and a range of approvals including under the Commonwealth EPBC Act and use of the MTPF Act to acquire land for the Project. He is currently advising on the Barwon Heads Road Duplication Project.

Level Crossing Removal Project: Chris is working on all the planning and environmental issues relevant to this program to remove 50 level crossings at dangerous locations across metropolitan Melbourne. This has included advice on approval pathways for both core infrastructure work and integrated development opportunities and guiding the Authority in the assessment and approval of project packages. Chris is currently advising LXRP on the use of land access and land assembly powers under the MTPF Act in relation to several projects.

Victorian School Building Authority: Chris is working with DET (VSBA) in relation to the acquisition of school sites as part of the VSBA program of works.

Construction and Major Projects

Major Projects: Chris is currently working with the Victorian Government on the West Gate Tunnel Project, Level Crossing Removal Project and North East Link Project on a range of planning, property and environmental related matters associated with obtaining project approvals. He is also currently working with the Department of Justice and Regulation on the Youth Justice Redevelopment Project to secure native vegetation offsets as a condition of obtaining development approval under Commonwealth legislation.

Chris advises government clients on decision-making processes and compliance with legislative requirements including with respect to transport legislation (eg. Transport Integration Act, Road Management Act and MTPF Act), environmental legislation (eg. Environment Protection Act and EPBC Act) and emergency services legislation (FRV Act and CFA Act). Chris advises departments and agencies on the interpretation of legislation and legislative reform, most recently on the MTPF Act, Yarra River Protection Act and Fire Services Reform Legislation.
