
East West Link: Team leader advising Linking Melbourne Authority on this proposed new city defining major road connection linking the Eastern Freeway, the Tullamarine Freeway and the Western Ring Road, via the Port of Melbourne.
New Royal Adelaide Hospital Project: A member of the team advising the Department of Health on the new Royal Adelaide Hospital Project. This PPP project includes the construction of a new hospital based on an innovative model of care and the provision of various services at the facility. This is currently the largest social infrastructure project in Australia.
Victorian Desalination Plant project: Advisor to the AquaSure consortium (comprising Macquarie, Thiess, Degremont and Suez Environnement) which was appointed by the Victorian Government to design, build and operate a $5 billion desalination plant in Victoria. Brad was responsible for overseeing the legal team who advised the consortium on all legal aspects of its bid including negotiating all State documentation and downstream documentation (such as construction, financing, power supply, transmission connection and renewable energy credits) through to financial close.
Peninsula Link: Strategic adviser to Linking Melbourne Authority throughout the entire project, from selection of the delivery method through to financial close. The project is the first road in Australia to be delivered using an availability style PPP.
Biosciences Research Centre: Key team member advising the Victorian Government (Department of Primary Industries and Major Projects Victoria) and La Trobe University on this PPP project, which was the first Partnerships Victoria project to reach financial close in Australia after the global economic crisis began.
East-West Link Needs Assessment: Team leader to the East-West Link Needs Assessment Study Team, assisting Sir Rod Eddington in preparing a report for the Government on transport options for Melbourne over the next 30 years. The role involved advice on business case development, project structuring and strategic advice regarding project concept design, planning and delivery methodology for transport options.
EastLink Project: Team leader advising Southern and Eastern Integrated Transport Authority (SEITA - now known as Linking Melbourne Authority), the Victorian Government authority responsible for this new major tollway delivered through Partnerships Victoria. Brad's role included advising on risk allocation, tendering processes, drafting of project documents including the concession deed and independent reviewer documentation, and advising on issues during the contract administration phase. EastLink opened to traffic in June 2008.
City Link Project: Joint team leader to the Victorian Government on the Melbourne City Link Project (a tollway which, being fully electronic, was a world leader in technology at the time). Brad has been advising in respect of CityLink for over 16years including on more recent improvement projects which have unfolded as the relationship has matured (the Tullamarine Calder freeway to freeway interchange and M1 upgrades being recent examples).
Clem 7 Tunnel and Airport Link/Northern Busway Projects: Member of the team advising on these projects, the first to be delivered by the PPP model in Queensland. Brad conducted a peer review of the key project documents and assisted the evaluation team in reaching its decision, reviewing and providing strategic advice on the final evaluation report.
Transport Ticketing Authority: Joint team leader advising this Victorian Government authority responsible for the procurement and implementation of Victoria's proposed new smartcard based ticketing system. While this project initially was intended to be developed as a PPP under Partnerships Victoria, a detailed business case analysis and contractual modelling exercise eventually led to the decision to deliver it as a publicly financed project (although in many other respects it has the hallmarks of a PPP).
New Royal Children's Hospital Project: Team leader advising DHS on the redevelopment of the Royal Children's Hospital Project under Partnerships Victoria, Australia's largest hospital project to be delivered by this methodology.
RailCorp - New Rollingstock Procurement: Advised RailCorp in respect of procuring 600 new electric rolling stock to replace its existing fleet. The project is being delivered via a PPP at an estimated capital cost of A$3.6 billion. Brad conducted a peer review of all tender material and legal documents released with the Request for Detailed Proposals.
Prisons Infrastructure Program: Team leader advising Corrections Victoria on the delivery of two new metropolitan prisons through Partnerships Victoria, one of the first projects delivered under this policy.
Swinburne Hawthorn Campus Development Project: Team leader advising the arranger, packager and financier on the Project, which involved the design, construction, commissioning, financing, operation and maintenance of two new buildings on the Hawthorn Campus of Swinburne University of Technology.
Dame Phyllis Frost Centre: Team leader advising the sponsor of the Melbourne Metropolitan Women's Correctional Centre (the first prison developed as a Public Private Partnership in Australia).
Docklands Stadium: Advisor to the bank group on the project financing of the Melbourne Docklands Stadium (now called Etihad Stadium).
Loy Yang B: Team leader responsible to the bank group for the initial project financing documentation on the sale and partial privatisation of the Loy Yang B power station, one of the earliest $A project financing/privatisation projects ever undertaken.
West Seti Power project: Team leader currently advising the Australian sponsor of an independent power project in Nepal for the supply of electricity by export to India (the first of its kind).
Hydropower scheme: Provided detailed advice in connection with the reconfiguration of an existing major hydropower scheme in Sichuan Province, China as part of a multilaterally sponsored consultancy.
Renewable energy projects: Advisor on multilaterally sponsored consultancies for small power purchase arrangements for renewable energy projects and an infrastructure development training program for Vietnamese Government officials.
