Paul Armarego is recognised as a leading lawyer in major projects, government commercial arrangements, commercialisation, information technology, electronic services and intellectual property (IP). Paul has senior legal and management experience at the highest level of the Commonwealth Government, was the Corporate Solicitor for CSIRO for three years and has had legal policy and litigation experience.
Paul has worked on numerous large IT outsourcing, software development and large systems integration and acquisition programs for both customers and suppliers over the last 17 years in areas including defence materiel acquisition, health, personnel and financial systems, corporate systems, education, manufacturing systems, transport and logistics, government and the like. This has included the acquisition of two Cray supercomputers and the various arrangements associated with them including the associated facilities management and financing arrangements. Paul lead the team which established Australia's biggest voice facilities management contract on the customer side. He has also worked with numerous companies in the software field to grow their businesses domestically and internationally. He has advised on electronic publishing and electronic service delivery arrangements for clients including the Department of Immigration and Multicultural Affairs, the ATO, the Australian Customs Service and the Department of Social Security. His e-commerce experience includes Australia's Cargo Management Reengineering Program, Tradegate, various initiatives for Australian Customs, AusIndustry, the Federal/State online medical records project know as HealthConnect, the Government Electronic Market Place Initiative, TRANSIGO, the project to allow for electronic lodgement of Federal tax returns, the outsourcing project for online reservations with Qantas, and membership of the Attorney-General's Experts in Electronic Commerce Committee leading to the passing of the Electronic Transactions Act.
He has significant experience in international matters having headed many Australian delegations in the fields of IP, technology and commercialisation and worked on numerous International R&D joint ventures. He is a member of the legal issues group of the International Committee of Experts in Intelligent Manufacturing Systems and has assisted in the drafting and negotiation of numerous international arrangements including the privatisation of INTELSAT and treaties in science and technology, taxation, IP, health and social security.
