Brisbane City Council and Queensland Government: Doug is the team leader advising Brisbane City Council and the Queensland Government on the Brisbane Airport Link project, the proposed major road tunnel to connect Brisbane's northern suburbs, the Inner City Bypass and the proposed North-South Bypass Tunnel at Bowen Hills. We have provided strategic and detailed project advice for the Queensland Government in this transaction from its inception through the development of its business case to financial close and continue to provide advice in relation to the administration of the contract.

Roads & Traffic Authority (RTA): Acted for the RTA on its new generation of Sydney toll roads - the Lane Cove Tunnel (LCT), Cross City Tunnel and Westlink. As team leader on the LCT project Doug was responsible for the development of innovative tendering, evaluation, and deal closure strategies which culminated in the LCT transaction representing the then most favourable risk profile ever achieved for government in Australia on a similar deal.

Taiwan High Speed Rail Project: Doug provides ongoing strategic advice to the concessionaire on the Taiwan High Speed Rail project on the construction of the high speed rail line between Taipei and Kaohshiung, the provision and commissioning of systems and acquisition and commissioning and maintenance of rolling stock for this US$18 billion project.

Railcorp: Doug provides strategic advice to RailCorp in relation to its Public Private Partnership project for the financing, design, manufacture and maintenance of over 600 new rail cars and associated maintenance facilities. With an anticipated project cost of $3.6 billion and complex interface requirements, this project is the most complex and significant of any PPP deal in Australia to date.

Department of Defence: Doug has provided ongoing strategic advice to the Department of Defence over the past 15 years on a variety of contentious and non contentious matters. He has recently advised on new business strategies for equipment acquisition contracting, including Collins class submarines, (PFI) Replacement Patrol Boats, and Multi Role Helicopter.
