
Barry has over 35 years' experience in providing high level advice to Ministers, government agencies and Senior Executives at the Commonwealth, State and Local government levels.
Barry's practice is currently focused in four main areas:
Government advisory: The provision of high level advice to senior government decision-makers on applicable administrative law principles and risks. Barry's key expertise is advising government decision-makers to ensure that their decision-making processes are legally valid and will survive a challenge by way of judicial review or other similar legal process. Barry provides strategic advice to government agencies in respect of major projects, litigation and arbitration processes particularly where there are complex regulatory, competition, pricing, or access issues.
Industry advisory: Delivering advice to major industry players in the energy, water and transport industry sectors. Barry is also a regular adviser to several regulators that oversee these industries,
Government restructuring and disposals: Facilitating advice to the Government on the restructuring, commercialisation and disposal of key government businesses and commercial entities.
Trade Practices: A further focus of Barry's practice is the application of competition laws and in particular the Trade practices Act 1974 to government departments, agencies and corporations that are carrying on significant commercial enterprises.
