Background
John Carroll is a public and administrative lawyer with considerable public sector experience. For 20 years he has advised government agencies on public law matters including administrative decision-making, information access, statutory interpretation and administrative law litigation.
John brings a deep understanding of practical issues confronting departments and the Ministers they serve, gained from his time as an external adviser and in the public sector, including as head of legal services with the Commonwealth Department of Health and Community Services. His practice has increasingly involved advice on major projects which involve balancing of risk factors and the need for pragmatic, legally sound decision-making.
